Short History of Self Regulation Initiatives

of the Romanian NGO Sector

Events and/or important documents

•        1998 – the Group for the Implementation of the National Forum’s Resolutions (GIR) established the “Committee for Excellence in the activity of the NGOs”

•           1999 – the GIR Report 1998/1999 published a chapter referring to “Excellence in the Activity of the NGOs”

•           1999 Principles for Good Practice recommended in the functioning of the Romanian NGOs are adopted at the NGO Forum

•           2000 – the Conclusions of the National NGO Forum are adopted. There are 7 references to best practices for NGOs

•           2001Romanian Donors Forum published the “The 2001 Review of the Romania NGO Sector”.

•           2003 – the PHARE Program for Civil Society is launched. Component 2, has a line dedicated to self regulation of the sector: 2.1: Self Regulation of the NGO Sector”

•           2006 – the opportunity of a Code of Conduct is debated at the 18th Fellows Conference of Johns Hopkins University (Baltimore, SUA) “Strengthening the Legitimacy of the non profit sector”, the first international conference dedicated to the non governmental, non profit sector held in Romania, organized by Opportunity Associates Romania in partnership with Civil Society Foundation and CENTRAS . As a result of the conference recommendations had been made regarding “Good Practices, Ethical Codes and Standards of Excellence”. At the end of the event the “Statement of the Eighteenth Annual Johns Hopkins International Fellows in Philanthropy Conference, Bucharest, Romania, July 3-6, 2006 is adopted. (See .doc)

•             2006 – the first draft of the Romanian Code of Conduct is debated at the National NGO Forum held in Cluj, November 2006.

•           2007 – the first National Conference dedicated to Self Regulation of the Romanian NGO Sector is held (Romanian Parliament, March 2007). The final version of the Code is drafted. (See Code of Conduct, English Version)
